Shayne is a proud local. He was born in Ipswich and has lived here all of his life, having attended East Ipswich State School and Bundamba State High School. He and his wife raised two girls locally and they live at Flinders View. 

Shayne was elected to Federal Parliament on 24 November 2007, representing the electorate of Blair, which takes in most of Ipswich and all of the Somerset Region in South East Queensland.

In March 2013, Shayne joined the previous Labor Government's Ministerial team as Parliamentary Secretary to the Attorney-General and Parliamentary Secretary for Health and Ageing. 

In October 2013, Shayne was appointed to the Shadow Cabinet as Shadow Minister for Indigenous Affairs and Shadow Minister for Ageing. In April 2016, Shayne given the additional portfolio of Northern Australia.

Following the 2016 election, Shayne was the Shadow Minister for Immigration and Border Protection.

Following the 2019 election, Shayne was appointed Shadow Minister for Veterans’ Affairs and Defence Personnel.

Following the 2022 election Shayne was appointed Chair of the Joint Standing Committee on Foreign Affairs, Defence and Trade and Chair of the House of Representatives Committee on Procedure.

During his time in Parliament, Shayne has served on a number of House of Representatives and Joint Standing Committees. He was Chair of the Aboriginal and Torres Strait Islander Affairs Committee from October 2010 to May 2013.

Shayne completed his education at the University of Queensland with Law and Arts Degrees, majoring in Government and Economics.

He was a Senior Partner in a successful Brisbane CBD law firm before entering Parliament. He practiced law for about 25 years across a large range of areas and was an accredited Family Law Specialist.

Shayne served on the Board of Queensland Baptist Care, which was responsible for aged care homes and facilities in Ipswich and surrounding areas. He worked with the West Moreton District Health Council to improve the provision of health services in the local community.

He commenced his working life at the Dinmore meatworks and continues to advocate for workers across the electorate. 

Shayne’s other great love is sport. He is an avid Brisbane Broncos supporter in the NRL and is a proud supporter of the Ipswich Jets in the QRL.

 2025 Election Commitments

  • $200 million towards the Amberley Interchange (on top of $16 million for business cases for the Amberley Intersection, and Ripley Road and Swanbank Road Interchanges on the Cunningham Highway)       
  • $20 million for Brisbane Valley Highway safety upgrades, bringing the total Federal Government commitment to $40 million
  • $5.5 million for a new House of India community and cultural centre
  • $5 million for the Ipswich Basketball Stadium extension
  • $4.5 million for a new Ripley Rugby League and Sports Centre
  • $4.05 million to upgrade Lowood Swimming Pool
  • $1.6 million for the Fernvale Sports Park netball court extension
  • $1.2 million for the Chuwar Koala and Native Fauna Conservation Park
  • $700,000 for YMCA Springfield Central Community Centre upgrades
  • A new headspace youth mental health service in Redbank Plains

  • $3.4 million to complete a business case for the Ipswich to Springfield rail line
  • $20 million to upgrade North Ipswich Reserve Stadium
  • Two new Medicare Urgent Care Clinics for the Ipswich region (Ipswich and Goodna)
  • A new Ipswich Medicare Mental Health Clinic (formerly Head to Health)

  • School upgrades – including at Ipswich State High School, Brassall State School, Karalee State School, Riverview State School and Springfield Central State School in Ipswich, and Linville State School, Kilcoy State High School, Lowood State School, Esk State School and Patrick Estate State School in the Somerset Region
  • $1 million to upgrade facilities at the Ripley Valley Football Club
  • $500,000 to upgrade the Ipswich Hockey fields, including irrigation and lighting
  • $3.8 million for Ipswich’s arts and cultural precinct – to fund designs for the expansion of the Ipswich Art Gallery and redevelopment of the Ipswich Civic Centre, as well as planning for a refresh of Brisbane Street, the integration of the Inner CBD Cycle Network and urban greening initiatives
  • $5 million for the Toogoolawah Gateway Centre project and Mount Glen Rock Hiking Trails project in Esk
  • $15 million for Robelle Domain Parklands and Orion Lagoon in Springfield
  • $1.5 million to upgrade the Ipswich Civic Centre with a new terrace and shade sail
  • $1.5 million for the Studio 188 community performance and cultural venue in Ipswich
  • $54 million for the Blacksoil Interchange
  • $5 million for Fernvale South Productivity Link project (upgrades to Muckerts Lane and McCulkins Lane, Fernvale)
